This layout is very legible. It has a black background and the type stands out because of the colors of the fonts. A black background is very generic and allows white and almost any bright color to stand out on the page. Since the color of the image is bright, on a black background the colors are enhanced and stand out more making the image pop.
This is a very poor choice of layout choice for a page because it is very difficult to read. The writing is backwards which immediately makes it hard to read. Also the colors of the fill clash with the background. The background is composed of an array of images and it is much too busy and makes it hard to focus on the text boxes. Overall the page is very hard to read because of clashing colors on an overwhelming background with backwards text to top it all off.
